Additionally, the 2018 Drought Plan for the Agricultural Sector highlighted the vulnerability of rain-fed beans and recommended increased irrigation investments, supporting yield improvements. The COVID-19 pandemic in 2020 disrupted international supply chains, reducing bean exports and increasing domestic availability, which further boosted market volume. In 2021, the approval of the Antitrust Organic Law encouraged the entry of new bean processors, enhancing competition and supporting continued market expansion.

After a contraction to 6 136 t in 2022, the market recovered to 7 765 t in 2023. The 2022 decline coincided with the introduction of zero-tariff rates for unprocessed bean imports, which increased competitive pressure on domestic producers, and the mandatory implementation of Front-of-Pack Nutritional Warning Labeling (EFAN), which raised production costs. In 2023, price stability due to adequate supply of domestic and imported grains supported consumer demand, while the entry of new agro-industrial companies, such as Quality Agro Export SRL, into export markets diversified the supply chain and contributed to the rebound in market volume.
