Earlier Report Observations

In the early part of the period, the market for asphalt roll materials in Russia experienced moderate fluctuations. In 2018, growth was supported by capital investments and rising real incomes, which stimulated consumption. However, in 2019, market volume slightly declined despite increased revenue and profitability among leading producers. The COVID-19 pandemic in 2020 introduced instability, driving up prices for construction materials, but producers responded by expanding capacity and building up inventories, which helped restore market volume.

From 2021 onward, significant structural changes began. The exit of some foreign companies, such as Holcim, and the transfer of their assets to local management were accompanied by the entry of new players and an expansion of product ranges. In 2022, the introduction of state price controls from March 1, coupled with Western sanctions, led to a halt in supplies of many foreign materials and accelerated import substitution. This, along with the growth of online sales via marketplaces, supported domestic demand. Despite a drop in roll material production in 2022, market volume increased due to a sharp contraction in exports.

In 2023 and 2024, the market continued to grow, reaching 453.5 million m² by 2024. This growth was fueled by the launch of new production facilities, such as plants for roofing materials in the Moscow region, and sustained investment in technology to improve product quality. Import substitution remained a key driver, and market stabilization despite political challenges allowed producers to adapt and increase output.
