A partial recovery to 54.7 million US$ followed in 2023 amid continued crude oil price volatility and growing interest in bio-asphalt and recycled materials, though these factors shaped market structure more than total size.

By 2024, the market declined again to 48.2 million US$, with import prices once more rising by approximately 51%, indicating that lower physical consumption volumes under persistent EU regulatory pressure were the key driver. Throughout the period, Finland remained reliant on imports from Sweden, Germany, the Netherlands, Lithuania, and Turkey, with no major local production facility openings or closures reported.
