Earlier Report Observations

From 2018 to 2021, the Russian ammonium sulphate market volume increased from 1.12 million tonnes to 1.49 million tonnes. This growth was driven by the commissioning of new production capacities: in 2020, PhosAgro started production of granulated product in Saratov Region, and in 2021 launched a large plant in Cherepovets with a capacity of 300 thousand tonnes per year. Additionally, since 2019, market transparency improved due to systematic data collection on state procurement.

After 2021, the market volume declined, reaching 1.34 million tonnes in 2023-2024. Increased exports, linked to rising global demand for nitrogen fertilizers, reduced product availability on the domestic market. In 2022, Government Decree No. 990 came into force, establishing uniform quality requirements for ammonium sulphate, which may have affected production processes. By 2024, domestic demand from agriculture, driven by sulphur deficiency in soils, supported market stabilization.

Throughout the period, import substitution continued, with imports ceasing by 2023, and producers focused on domestic consumption, although export remained a significant sales channel.
