Two cargoes support uninterrupted refinery operations

Vietnam’s Dung Quat refinery is receiving two crude oil shipments totaling about 1.25 million barrels during the country’s National Day holiday period, supporting continuous fuel production and domestic supply security.

According to Soha, the PVT Hera delivered approximately 680,000 barrels between August 31 and September 1. The vessel transferred three cargo lots identified as RD-897, DQR07/8-2026 and CS-300, comprising crude from the Rang Dong, Bach Ho and Chim Sao fields.

A second vessel, the PVT Mercury, was scheduled to deliver about 570,000 barrels between September 2 and September 3. Its two lots, DQR08/8-2026 and SD-1290, contain crude from the Bach Ho and Su Tu Den fields. Together, the two shipments represent nearly 200,000 cubic metres of crude.

The refinery receives crude through a single-point mooring located about three kilometres from the plant. Its crude storage capacity is approximately 585,000 cubic metres, giving operator Binh Son Refining and Petrochemical, or BSR, room to manage sizeable deliveries while maintaining the feedstock required for sustained processing.

Plant running well above design capacity

Dung Quat, located in Quang Ngai province, was Vietnam’s first oil refinery and was built with investment of $3 billion. It has a design capacity of 6.5 million tonnes of crude per year, equivalent to 148,000 barrels per day, and currently accounts for about 30% of Vietnam’s domestic petroleum demand, according to Soha.

Le Hai Tuan, deputy director of the refinery, said Dung Quat operated safely, steadily and continuously during the first seven months of 2026. Average converted operating capacity reached about 124%, indicating that the facility was processing well above its stated design rate.

Production during the seven-month period totaled approximately 4.76 million tonnes of products, equal to 106% of plan. Sales volume reached about 4.74 million tonnes, also 106% of plan. BSR estimated consolidated revenue at VND120 trillion and consolidated pre-tax profit at VND18.9 trillion, while its expected contribution to Vietnam’s state budget was about VND7.2 trillion. The company has also recorded more than 57.8 million safe working hours.

Broader crude slate adds supply flexibility

BSR has continued to expand the range of feedstocks that Dung Quat can process. Since the beginning of 2026, the company has successfully tested three additional crude grades, taking the refinery’s approved slate to 40 grades. These comprise 12 domestic grades and 28 imported grades.

In June, the refinery successfully processed Nigeria’s Erha crude at a maximum blend of about 45% by volume. It also processed Sao Vang-Dai Nguyet condensate at a maximum share of 12% by volume. The ability to blend imported and domestic feedstocks gives BSR more options when arranging crude supplies, even though the holiday cargoes reported by Soha are sourced from Vietnamese fields.

Receiving the shipments before and during the holiday reduces the risk of a feedstock interruption at a plant operating above design capacity. For Vietnam’s fuel market, the immediate significance is operational: stable crude availability at Dung Quat helps preserve refinery throughput and supports supplies of petroleum products during a period of holiday demand.
