US presses Japan to accelerate approval of fresh potato imports

The United States has again asked Japan to speed up the procedure that would lift its ban on imports of American fresh potatoes, Sankei Shimbun reported on 18 September. The review began in 2020 and runs through three stages. Japan's agriculture ministry has completed the second stage and is expected to move to the final one soon.

US presses Japan to accelerate approval of fresh potato imports

The United States has again urged Japan to speed up the administrative procedure that would lift Japan's ban on imports of American fresh potatoes, Sankei Shimbun reported on 18 September. The request was put to the Japanese side and became known on that date, according to the newspaper.

Japan's review of a possible opening began in 2020, after an approach from the US side. The procedure has three stages. Japan's Ministry of Agriculture, Forestry and Fisheries has completed the second and is expected to move to the final stage soon, Sankei reported. The newspaper did not report a target date for completing that last step.

Six years of process, one stage left

The dates are the most concrete part of the story. A request lodged in 2020 has taken about six years to work through two of three stages, and the third has not yet begun. For a single commodity file, that pace shows how much of Japanese agricultural market access is governed by plant-health procedure rather than by tariff or quota negotiation. Nothing in the Sankei report indicates the outcome of the final stage, or that any decision to allow shipments has been taken.

The renewed request from Washington is itself the news. It signals that the US side regards the timetable as too slow and is prepared to raise the matter again at government level rather than wait for the technical work to run its course.

What the final stage means commercially

Fresh potatoes from the United States remain prohibited in Japan until the procedure is completed and the ban is formally lifted. Until that happens, exporters have no legal channel for shipments of the fresh product, whatever demand exists on the Japanese side.

An opening would matter beyond the fresh produce trade. Potatoes bought fresh supply processing lines as well as retail shelves, so the identity of the supplier concerns packers and processors as much as produce importers. None of that begins before the third stage closes, and the report gives no indication of when that will be.

  • The US request to open the Japanese market was made in 2020.
  • The Japanese review runs through three stages.
  • Two stages are complete; the third is expected to begin shortly.
  • US fresh potatoes are currently banned from import into Japan.
  • Sankei Shimbun reported the renewed US request on 18 September.

Open questions for exporters and importers

The report leaves the operational detail unresolved: no schedule for the final stage, no statement of the conditions that would accompany an opening, and no indication of volumes. In quarantine files of this type, the commercial value of an opening usually depends less on the headline decision than on the conditions attached to it — which producing areas qualify, what inspection or treatment applies, and how consignments are handled on arrival. None of that is set out in the material reported so far.

For Japanese buyers and US growers alike, the practical position is unchanged for now. The file has moved one step closer to a decision and the political pressure behind it has increased, but the ban itself is still in force.
