TMO opens large wheat volume to users

Turkey’s state grain board, Toprak Mahsulleri Ofisi (TMO), will place 5.5 million tonnes of bread and durum wheat on the market from October 5. Bloomberg HT, Ekonomim and En Son Haber reported the decision, citing a written statement from the agency.

The offering combines wheat held in licensed warehouses with stocks stored directly in TMO facilities. Sales from licensed warehouses will continue freely through the Turkish Mercantile Exchange, known as TÜRİB, while stocks in TMO warehouses will be opened for direct free sale to users. The agency did not disclose how the 5.5 million tonnes would be divided between bread wheat and durum wheat or provide a timetable for completing the sales.

Carryover stocks support the release

TMO said it had reached a strong stock level through grain carried over from previous years and purchases made during the current year. The decision follows a review of the volumes, procedures and conditions governing grain sales conducted through TÜRİB since September 1. According to the agency, the review reflected market developments and the needs of the sector.

The release is relevant to two major groups of industrial buyers. Bread wheat is a principal raw material for flour mills and bakeries, while durum wheat is used by pasta and other food manufacturers. Making both categories available in a single 5.5-million-tonne program could improve procurement visibility for processors and reduce the immediate need to compete for wheat outside the state system.

TMO said the sales prices established and announced during the harvest period had not been changed or increased. That keeps the state offer anchored to previously published levels rather than introducing a new price at the start of the program. The sources did not state the actual sales prices, eligibility requirements, lot sizes or quality specifications; TMO said detailed information would be available through its website and offices.

Domestic supply and import decisions

The size of the release makes its execution important for domestic wheat pricing. Actual effects will depend on how quickly the grain reaches buyers, the quality mix offered and demand from flour millers and pasta producers. The move increases the volume available through domestic sales channels, but the statements provided no forecast for market prices or for Turkey’s wheat imports.

For processors, access to TMO stocks may provide an alternative to purchases from private holders or international suppliers. It does not automatically eliminate import demand, particularly where buyers require specific protein, quality or delivery characteristics. No origin breakdown was provided for the stocks, and the agency did not specify whether any of the grain had originally been imported.

TMO said it would continue monitoring domestic and international markets, the supply-demand balance and sector requirements. That leaves room for the agency to adjust future sales policy as the 5.5-million-tonne offering progresses, although no further volumes or dates were announced. Market participants will therefore focus on the detailed sales terms and the pace of allocations after October 5.
