Russian stainless steel product output falls 18.3% in first half of 2026

Russia produced 70,800 tonnes of key stainless steel products in the first half of 2026, down 18.3% year on year, according to industry association Spetsstal. Output declined across all reported product categories, while exports fell 16.5% to 14,500 tonnes.

Russian production of key stainless steel products fell sharply in the first half of 2026, indicating a broad contraction across the country’s processing chain. Output from January through June reached 70,800 tonnes, down 18.3% from the same period a year earlier, according to the Association of Consumers and Suppliers of Special Steels and Alloys, known as Spetsstal.

Every product category detailed by the association recorded a year-on-year decline. Stainless steel long products fell 16.7%, while welded tube production decreased 20.9%. Output of hot-rolled flat products was down 14.9%, and cold-rolled flat products declined 11.5%. Seamless tubes registered the steepest fall, contracting 31.4%. The figures point to weaker activity in both flat and long products as well as in higher-value tube manufacturing.

Exports decline alongside domestic output

Russian exports of stainless steel products, including deliveries to countries of the Eurasian Economic Union, also decreased during the period. Shipments fell 16.5% year on year to 14,500 tonnes in the first half, Spetsstal reported. The decline was slightly smaller than the fall in total production, but it nevertheless removed an important source of demand for Russian mills and processors.

Based on the association’s figures, exports were equivalent to roughly one-fifth of reported output, although the two datasets may not cover products on precisely the same basis. The simultaneous reduction in production and cross-border shipments suggests that export markets did not compensate for weaker conditions elsewhere. The source material does not provide a country breakdown, prices, company-level production figures or import data, limiting assessment of whether the contraction reflected demand, competition from foreign material, plant utilization or other operating factors.

Wider steel-consuming sectors remain under pressure

The stainless steel figures come amid a weaker outlook for another important segment of Russia’s metals market. Production of fabricated metal structures is forecast to decline 10% over the full year of 2026, according to the information cited by Lenta.ru and Rossaprimavera.ru. This follows a 12% reduction in Russian rolled-steel consumption for metal-structure manufacturing in the previous year, when usage fell to 5.3 million tonnes.

Stainless steel and structural carbon steel serve different end markets, and the data should not be treated as directly comparable. Even so, contractions in both areas signal pressure on processors and steel-consuming industries. The particularly deep 31.4% fall in seamless stainless tube production will be closely watched by suppliers serving industrial applications, while the declines in cold- and hot-rolled flat products affect a broad range of fabricators. For mills and distributors, the central questions for the second half are whether domestic orders stabilize, whether exports can recover from the first-half decline and how lower downstream consumption affects capacity utilization and inventories.
