Russia reduced the value of its butter imports from Kazakhstan 2.4-fold in the first half of 2026 compared with the same period of 2025, according to data from Kazakhstan’s customs service cited by Infox and News.ru. Shipments in January-June were worth $1.9 million, or about 161 million rubles.

The published figures describe the change in monetary terms and do not provide shipment volumes or average prices. It is therefore unclear how much of the decline reflected lower physical deliveries and how much may have resulted from changes in product mix or prices. Nevertheless, the scale of the contraction points to a substantial disruption in a dairy trade relationship that is particularly important to Kazakh suppliers.

Certification suspension affects dairy exporters

Finance Mail.ru and News.ru attributed the decline to the suspension of certification for exporters of certain types of dairy products from Kazakhstan supplying Russian recipients. The reports did not identify the affected companies, specify which individual product categories were covered by the suspension or state when normal certification might resume.

Infox said the interruption could be connected with product quality and safety requirements or the need to comply with changed regulatory standards. That explanation was presented as a possibility rather than a confirmed reason for the certification decision. No figures were provided for rejected consignments, additional compliance costs or production capacity affected by the measure.

Other dairy categories also contract

The weakness extended beyond butter. The value of Kazakh cheese and curd deliveries to Russia fell by 25% in January-June to $2.1 million, according to Finance Mail.ru. Shipments of condensed milk and cream dropped 4.3-fold to $1.23 million. News.ru converted those values to approximately 178 million rubles and 104 million rubles, respectively.

Together, the figures show that the certification issue coincided with declines across several processed dairy categories. The contraction was sharpest in condensed milk and cream, while cheese and curd recorded a smaller but still material fall. The sources did not report whether all of these declines resulted from the same certification restrictions or whether demand, pricing and other commercial factors also contributed.

Dependence on Russia raises exporter risk

Russia remained Kazakhstan’s dominant destination for the affected products despite the reductions. In the first half of 2026, it accounted for 94% of Kazakhstan’s butter exports, 53.3% of cheese and curd exports, and 41.1% of condensed milk shipments, Finance Mail.ru reported.

This concentration leaves Kazakh processors with limited room to redirect butter sales quickly if access to Russian buyers remains constrained. Cheese, curd and condensed milk exporters have a more diversified market base, but Russia still absorbs a large share of their foreign sales. Producers may have to seek alternative destinations, adjust production or sell more product domestically if certification is not restored.

For Russian importers, the immediate effect depends on the availability of butter and other dairy products from domestic processors or alternative foreign suppliers. The sources did not provide information on Russian wholesale prices, inventories or replacement purchases. The key issue for both sides is therefore the duration and scope of the certification suspension: a short interruption would mainly delay trade, while a prolonged restriction would increase pressure on Kazakh exporters to diversify their customer base.
