Russia Makes First Vodka Shipment to Paraguay as It Seeks New South American Markets
Russia exported vodka to Paraguay for the first time in 2026, shipping an estimated 7.5 tonnes worth more than $13,000. The deal also marked Russia’s first agricultural shipment to Paraguay since 2022, according to Agroexport.
First vodka shipment enters Paraguay
Russia exported vodka to Paraguay for the first time in 2026, opening a new destination for its alcoholic beverage industry in South America. Agroexport, the federal agricultural export development center, disclosed the shipment to Interfax on September 16.
Experts estimated the consignment at 7.5 tonnes with a value of more than $13,000. The figures point to a small initial commercial shipment rather than a large-scale supply program, but they establish a new trade route for Russian vodka producers and distributors.
The shipment is also the first delivery of any Russian agricultural product to Paraguay since 2022, Agroexport said. Before the interruption, Russia had supplied the Paraguayan market with oat flakes and sunflower seeds.
A test for a new beverage market
The modest value of the transaction limits its immediate effect on Russian vodka exports or Paraguay’s beverage market. Its commercial significance lies instead in market entry: a Russian supplier has completed a shipment, and a Paraguayan buyer has tested the product under actual import conditions.
For producers, the first consignment can provide practical information about logistics, customs procedures, local distribution costs and demand. For importers and distributors in Paraguay, it offers an opportunity to assess whether Russian vodka can secure repeat orders in a market where no previous shipments had been recorded.
No information was provided about the producer, brand, importer, delivery route or terms of sale. Agroexport also did not indicate whether further consignments were planned. The available figures therefore do not yet show whether the shipment will develop into a regular trade flow.
Russian vodka output declines
The opening in Paraguay comes as Russian vodka production is contracting. According to Rosalkogoltabakkontrol, Russia produced 39.6 million decalitres of vodka during the first eight months of 2026, a decrease of 12.1% from the same period a year earlier.
That decline gives producers an additional reason to examine new sales destinations, although the Paraguayan shipment remains very small compared with total output. At 7.5 tonnes, it cannot materially offset the reported fall in domestic production, but it may serve as a test case for further commercial work in South America.
The next indicator will be whether Paraguayan buyers place repeat orders and whether shipments expand beyond an initial batch. Until then, the transaction represents a narrow but measurable reopening of Russian agricultural trade with Paraguay after a gap dating from 2022.
