Russia asks Kazakhstan to suspend food-grade sunflower exports until 2027 over smuggling

Russia seeks halt to Kazakh sunflower shipments until 2027
Russia's federal agricultural safety service, Rosselkhoznadzor, has formally asked Kazakhstan's Ministry of Agriculture to suspend exports of food-grade sunflower to Russia until 1 January 2027, according to zol.ru. The request, confirmed by the agency's press service and reported by Rosbalt and finance.rambler.ru, follows the discovery of an illegal supply channel in which sunflower seed was moved across the border disguised as a food product.
A warehouse in Krasnodar Krai
According to zol.ru, the service's Southern Interregional Directorate, acting together with Interior Ministry officers in Krasnodar Krai, uncovered a warehouse used to route the unlawful shipments. Since the start of the year, 40 trucks carrying such cargo had entered Russia through the scheme, Rosbalt reported.
The consignments arrived under Kazakh phytosanitary certificates issued for food purposes. The outer packaging carried labels declaring the contents as food-grade sunflower. Inside the packages, however, inspectors found labels referring to parental forms of sunflower seed originating in France and Chile — documentation associated with planting and breeding material rather than with product destined for crushing or direct consumption.
Food-grade versus planting seed
The distinction is central to the case. Rosselkhoznadzor is targeting the flow of food-grade sunflower specifically, finance.rambler.ru noted, because the watchdog concluded that seed material was entering the country under that classification. Food-grade sunflower and planting seed fall under different phytosanitary and certification regimes; routing one under the paperwork of the other bypasses the controls that apply to seed imports.
The agency said the proposed suspension is intended to prevent the illegal import of sunflower seed disguised as food-grade product and would remain in force until the Kazakh side introduces measures to stop the violations. The restriction, as proposed, would run to 1 January 2027.
Implications for the regional oilseed trade
Kazakhstan is a supplier of sunflower to the Russian market, and cross-border flows of the oilseed form part of a broader regional trade in sunflower and its products. A suspension of food-grade sunflower shipments would interrupt one established supply line into southern Russia, where Krasnodar Krai sits at the center of the country's oilseed processing.
For importers and processors, the immediate question is scope.
