Romania Plans Faster Approval Route for Dairy Exports to China

Romania moves to implement March protocols

Romania’s National Sanitary Veterinary and Food Safety Authority, known as ANSVSA, is preparing a faster administrative route for domestic milk and dairy producers seeking to export to China. The initiative is intended to put into practice sanitary and veterinary protocols signed in March, which establish the conditions under which Romanian products may enter the Chinese market.

According to afaceri.news, ANSVSA President Alexandru Nicolae Bociu met Romania’s economic attachés assigned to Beijing and Shanghai. The leadership of the Romanian Dairy Industry Employers’ Association, APRIL, also participated. The discussions focused on practical measures that would help interested companies communicate more easily with Romania’s economic representatives in China.

The planned mechanism does not remove China’s sanitary or technical requirements. Romanian factories will still have to demonstrate that their facilities and products comply with the standards set by Chinese authorities. The change concerns the organization and speed of the administrative process rather than the underlying market-access conditions.

Factories face assessment and certification

ANSVSA will assess Romanian processing plants, verify their compliance with the applicable requirements and issue the certificates needed for exports. Bociu said the bilateral agreement requires rigorous technical coordination to simplify procedures and formalities while supporting direct commercial links. He added that ANSVSA guarantees compliance with food-safety standards.

APRIL will work with dairy companies by communicating technical requirements and helping them prepare the necessary files. The association will also consolidate the commercial interests of Romanian processors. This division of responsibilities gives producers an industry contact for documentation while leaving official evaluation and certification with the national authority.

Factories that satisfy the Chinese conditions would then be placed in direct contact with Romanian economic offices in Beijing and Shanghai. The pathway is designed to simplify the circulation of documents and shorten the time required to complete administrative stages. Neither a launch date for the mechanism nor a target processing time was disclosed in the source material.

Market access depends on execution

The protocols provide a legal framework, but commercial shipments will depend on individual plants completing assessment, certification and the required Chinese procedures. No list of eligible factories, expected shipment volume or projected export value has been announced. The immediate effect is therefore the creation of a clearer approval channel rather than confirmed growth in dairy trade.

For Romanian processors, direct contact with the economic representatives could help resolve documentation issues and identify potential commercial counterparts after regulatory conditions are met. Importers in China would gain an additional potential source of milk and dairy products, although actual availability will depend on how many Romanian plants qualify and secure buyers.

ANSVSA presents the work as part of its effort to develop and diversify Romanian food exports and provide producers with a predictable framework. The next measurable steps will be plant evaluations, the issuance of export certificates and evidence of direct transactions. Until those stages are completed, the March protocols and the proposed faster route remain enabling measures rather than proof of established trade flows.
