Romania Breaks Up Network Accused of Smuggling 70 Million Cigarettes
Romanian authorities dismantled an alleged Romanian-Moldovan network suspected of placing about 70 million cigarettes on the domestic market since 2025. Investigators seized more than 13.5 million cigarettes and nine vehicles, while estimated fiscal damage reached 62.6 million lei (€11.94 million).
Network allegedly supplied Romania since 2025
Romanian prosecutors have dismantled an alleged organized crime network suspected of bringing approximately 70 million cigarettes into Romania and selling them on the domestic market since 2025. According to Click.ro and Adevărul, the group included Romanian and Moldovan citizens and was targeted in an operation conducted between August 29 and 31, 2026.
The Public Ministry said the suspects were investigated for forming an organized criminal group and for holding or selling excisable products without the required markings, with improper markings or with false markings. Six defendants were detained, while another person was placed under judicial supervision. Prosecutors planned to ask a court to order the six detainees into pretrial custody. The allegations remain subject to judicial proceedings.
Cigarettes concealed in refrigerated produce trucks
Investigators said the network used temperature-controlled trucks and concealed cigarettes among shipments of fruit and vegetables. On August 29, police stopped a passenger vehicle and a truck near the city of Giurgiu. A search of the truck’s cargo compartment found cigarettes hidden in a shipment of onions, according to both publications.
The discovery led to a wider operation the following day. Border police, acting under the case prosecutor’s coordination, conducted 22 searches of homes and 26 vehicle searches across several counties and Bucharest. Authorities identified additional cigarette stocks and impounded nine vehicles suspected of being connected to the group’s activities. Adevărul reported that Europol supported the investigation.
Seizures exceed 13.5 million cigarettes
The searches resulted in the seizure of 6,337,197 cigarettes. Another 7,199,780 cigarettes had already been secured earlier in the investigation, taking the total above 13.5 million. That represents less than one-fifth of the approximately 70 million cigarettes that authorities allege the network introduced and marketed in Romania, indicating that much of the suspected volume may already have entered distribution before the operation.
Authorities estimate that the activity caused approximately 62.6 million lei, or about €11.94 million, in losses to the state budget. The case highlights the fiscal exposure created when untaxed tobacco products are moved through ordinary food logistics. Using refrigerated vehicles and produce cargo can make illicit tobacco harder to distinguish from time-sensitive commercial freight, while enforcement action can also delay legitimate carriers when inspections intensify.
For Romania’s regulated tobacco market, the alleged scale matters because illicit cigarettes compete outside the excise and marking system that shapes legal wholesale and retail prices. The seizure removes a substantial quantity from circulation, but the gap between the alleged 70 million-cigarette operation and the volume recovered shows the limits of a single enforcement action. The investigation will now determine the network’s participants, distribution channels and the extent to which the estimated fiscal loss can be documented.
