Romania Advances Stricter Country-of-Origin Labels for Honey

Romania is considering legislation that would require honey labels to identify every country where the product was harvested. For blends, origins and their respective shares would be disclosed, increasing traceability requirements for packers, importers and retailers.

Romania Advances Stricter Country-of-Origin Labels for Honey

Origin would move to the front of the jar

Romania is moving toward stricter country-of-origin labeling for honey sold in its domestic market. A legislative proposal that has received a favorable report in the Chamber of Deputies would require labels to state the country or countries where the honey was harvested, according to bihon.ro. The information would have to appear in the principal field of vision, making origin more visible when shoppers compare products.

The proposal would amend Article 17¹ of Romania's Beekeeping Law No. 383/2013. Its central distinction is between honey harvested exclusively in Romania and blends assembled from honey originating in several countries. For producers, packers and retailers, the change would turn origin from a general label statement into prominent product information.

The measure is not yet in force. It has passed the Senate and received a favorable report in the Chamber of Deputies, but the lower chamber must still adopt it. The legislation would then need to be promulgated and published in Romania's Official Gazette. Producers and traders therefore have no obligation to redesign their labels on the basis of this proposal at present.

Blends face more detailed disclosure

The Romanian initiative follows changes already adopted at European Union level. Directive (EU) 2024/1438 requires the countries of origin in honey blends to be listed in descending order, together with the percentage attributable to each origin. Those percentages are to be supported by operators' traceability documents.

If incorporated into national requirements, the approach would give buyers more detail than a broad indication that honey comes from several markets. A jar containing a blend would identify the contributing countries and show their relative shares, while honey harvested only in Romania could be distinguished more directly from imported or blended products.

The practical display format will also depend on implementing rules to be approved later. This leaves packers and importers without a final technical specification for matters such as label layout. Nevertheless, businesses handling multi-origin honey would need reliable records linking each batch to its countries of harvest and the proportions used in the finished blend.

Domestic output adds urgency

The bill's sponsors point to difficulties facing Romanian beekeepers and pressure from lower-priced imported honey. Data cited by the Romanian Beekeepers' Association indicate that domestic production is being affected both by a decline in bee populations and by prices on the international market.

According to the association's president, Romanian honey production in 2026 could amount to only 10,000-15,000 tonnes, below the level of a normal year. In that environment, more precise traceability could help domestic producers distinguish Romanian-harvested honey from competing imports without restricting the sale of foreign products.

For importers and packers, the proposal would increase the importance of origin documentation throughout purchasing, blending and packaging. Retailers would also need to verify that jars placed on shelves comply with the eventual presentation rules. The immediate effect remains limited because the legislative process is unfinished, but companies selling honey in Romania now have a clear indication of the information their labels may soon need to carry.
