Turkey's MKE sets up wholly owned Zafer company in Egypt for joint defense production
Turkish state defense manufacturer MKE has registered Zafer in Cairo under Egyptian law, holding all of the shares. The company is its first in Africa and will serve as the partner vehicle in joint ventures with Egyptian firms, covering energetic materials, explosives, ammunition equipment and vehicle systems. MKE plans to use Egypt as a base for sales into African and Gulf markets.
Turkey's state-owned defense and chemicals manufacturer Makine ve Kimya Endüstrisi (MKE) has established a wholly owned company in Egypt. The firm, named Zafer, is registered in Cairo under Egyptian law and will act as MKE's vehicle for joint defense production with Egyptian partners and for sales into African and Gulf markets, MKE General Manager İlhami Keleş said in remarks reported by mansethaber.com. Zafer is the first company MKE has set up in Africa.
Ownership and mandate
Keleş said all shares in Zafer belong to MKE and that the company was incorporated under Egyptian law. Its remit extends beyond handling MKE's commercial business in the country: Zafer is intended to take part as a partner in joint ventures with local Egyptian companies, and the joint production facilities under consideration are to be implemented through it. With the Cairo registration, MKE now operates through its own legal entity in Egypt, as it already does in Azerbaijan.
The corporate step follows a memorandum of understanding signed between MKE and Egypt's Ministry of Military Production covering joint production and development in the defense industry. The Turkish outlet yurtlarevimiz.com, citing information from MKE, described the arrangement as a partnership spanning the military and chemical industries and built on a structure compliant with Egyptian law.
Energetic materials, ammunition and vehicle systems
According to the details provided by Keleş, the cooperation is planned to cover joint manufacturing of:
- energetic materials
- explosives
- various types of ammunition equipment
A second track targets Egypt's existing industrial base. Keleş said Egypt has military vehicle production capability and that the two sides are working on joint production projects in which that capability would be integrated with MKE's turret systems, command and control, and hard-kill and soft-kill systems. The approach reflects a strategy MKE has stated more broadly: rather than exporting only finished Turkish-made defense products, the company is moving production knowledge and technology to partner countries through joint manufacturing models.
TOLGA counter-drone system enters Egyptian inventory
MKE has already completed a sale of the TOLGA close air defense system to Egypt, Keleş said. He described the first sale as symbolic in scale, carried out in order to bring the system into the Egyptian inventory, and said further orders would follow. TOLGA is a layered close air defense system developed in particular against small and micro unmanned aerial vehicles.
Cairo positioned as a regional hub
The most prominent strategic goal behind Zafer is the use of Egypt as a regional base. MKE aims to supply products from its Egyptian joint ventures not only to the Egyptian market but also to African and Gulf countries. Keleş said the Cairo company was created to support activities in Africa and the Gulf region in addition to running commercial processes inside Egypt.
The Egyptian move is part of a wider international production and technology-transfer push. Keleş said joint venture work is continuing in Canada, that talks on new investments in the United States are planned, and that various projects are under way in Malaysia and Indonesia. No investment values, production volumes, plant locations or timelines for the planned Egyptian facilities have been disclosed in the material published so far.
