Capital Plast KZ Starts 10.3 Billion Tenge Recycled Paper and Board Plant in Aktobe

Capital Plast KZ has started building a recycled paper and board plant in Aktobe, Kazakhstan, with investment of 10.3 billion tenge. Scheduled to launch in 2027, the facility will have annual capacity for up to 24,000 tonnes of linerboard and 18,000 tonnes of fluting paper.

Construction begins in Aktobe

Capital Plast KZ has started construction of a plant that will produce paper and board from recycled raw materials in Aktobe, Kazakhstan. Pravda.ru reported that the project is valued at 10.3 billion tenge and is scheduled to begin operations in 2027. Current work includes building the foundations and warehouses and driving piles, while construction of the boiler house has already been completed.

The facility is designed to produce up to 24,000 tonnes of board for flat layers and up to 18,000 tonnes of fluting paper annually after reaching its planned capacity. Together, the two product lines represent potential output of 42,000 tonnes per year. These materials are used in corrugated packaging, giving the project a direct role in the supply chain serving manufacturers, distributors and consumer-goods companies.

State recycling funds support the project

Financing was provided by state-owned JSC Zhasyl Damu, the operator of Kazakhstan's recycling fee system under the Ministry of Ecology and Natural Resources. According to the ministry, the Aktobe facility is one of 30 waste-processing projects that have received about 116 billion tenge from recycling-fee proceeds. The figures place the plant within a broader state-backed program rather than an isolated capacity expansion.

The planned use of recovered fiber is expected to increase waste-paper processing in the region and reduce the volume sent to landfills. For waste collectors and sorting businesses, the plant could create a large, recurring industrial buyer once production starts. Its planned capacity will also require dependable collection, sorting and delivery of suitable recovered paper, making feedstock availability and quality important to the facility's operating performance.

Packaging producer expands its industrial base

Capital Plast KZ has operated in Aktobe since 2015. The company specializes in paper, board and plastic packaging, as well as the wholesale trade of intermediate products. Pravda.ru reported that it currently employs between 101 and 150 people. The new plant is expected to create more than 300 jobs, meaning its planned workforce would be more than twice the upper end of the company's reported current headcount.

The company paid more than 1.04 billion tenge in taxes in 2024 and about 1.11 billion tenge in 2025, according to the report. Its founders include director Berikkan Sanke, Botagoz Isabayeva, who joined the founders in April 2024, and Mubarak Suleimenov. For Kazakhstan's packaging market, the decisive milestones will now be completion of construction, the scheduled 2027 start-up and the plant's ability to secure enough recovered paper to approach its combined annual capacity.
