Indonesia’s proposed restrictions on nicotine and tar content remain under cross-sector discussion as policymakers assess their effects on farming, manufacturing and consumption. The plan has drawn strong opposition from tobacco farmers, while the Ministry of Agriculture argues that changing the crop’s characteristics cannot be achieved quickly without substantial risks for domestic production.
Yudi Wahyudi, head of the Seasonal Crops Group at the ministry’s Directorate of Seasonal Crops, told VIVA that the agriculture ministry had not been fully involved in the deliberations. He said the draft rules were based on a mandate under the Health Law and therefore focused on downstream consumption rather than upstream agricultural production. The ministry has nevertheless supplied the tobacco commodity data requested during the process.
Breeding challenge in tropical conditions
From the production side, Yudi said researchers at the National Research and Innovation Agency, known as BRIN, and the Ministry of Agriculture would need 30 years to provide certainty that a low-nicotine variety could be developed while remaining resilient in tropical fields and affordable for traditional farmers.
The proposed approach involves conventional crossbreeding rather than genetic modification. Each plant generation requires a full growing season, while stabilising a low-nicotine trait without weakening resistance to local pests would take dozens of generations. Yudi warned that without a transition of this length, the domestic industry could collapse before suitable seed was ready.
Indonesia’s established local varieties also present a difficult starting point. According to Yudi, nicotine content in tobacco such as Kemloko from Temanggung and Mole from West Java ranges from 3% to 8%, partly because of volcanic soils and exposure to tropical sunlight. He argued that a drastic reduction would alter the geographical identity of these crops and require natural adaptation across generations of farmers.
Less than 1% is the biological target
The most demanding objective would be tobacco containing less than 1% nicotine, equivalent to less than 10 mg/g in dried leaves, to achieve cigarette-smoke emissions below 1 mg. Yudi described that threshold as one of the largest biological challenges facing Indonesian agriculture.
The policy debate also extends beyond plant breeding. If nicotine and tar limits ultimately force a reduction in tobacco acreage, Yudi estimated that Indonesia would need at least one generation, or approximately 25–30 years, to train and move millions of farmers into substitute crops offering comparable economic value.
The timeline outlined by the agriculture ministry highlights a gap between downstream health regulation and the production realities of a strategic crop. For farmers, seed suppliers and processors, the central questions are whether the final rules will include a long transition, how low-nicotine varieties will be financed and tested, and whether viable alternative crops can reproduce tobacco’s earnings. The proposed restrictions remain under debate, and no final implementation schedule was reported by VIVA.
