Indonesia expands premium rice market intervention as prices fluctuate

Indonesia’s National Food Agency is increasing premium rice distribution and price-stabilization measures after some retailers reported empty shelves. National stocks reached 5.2 million tonnes in the third week of July 2026, while 1.4 million tonnes of government reserves have been distributed since January.

Bapanas increases supply to retail channels

Indonesia’s National Food Agency, known as Bapanas, is strengthening its intervention in the premium rice market through additional distribution and stabilization programs. The measures are intended to maintain availability, contain price movements and protect household purchasing power.

I Gusti Ketut Astawa, Bapanas deputy for food availability and stabilization, said premium rice was not scarce nationally, although agency inspections found empty shelves at several retailers. Most other outlets continued to hold supplies, while rice from state-owned companies, including Bulog and ID Food, remained available. Bapanas said premium products would continue to be delivered through multiple sales channels, including modern retail.

Prices remain slightly above the official ceiling

According to Bapanas monitoring cited by ANTARA and Republika, the national average price of premium rice stood at Rp15,966 per kilogram in the third week of July 2026. That figure combines prices across Indonesia’s three official maximum retail price zones and therefore masks regional differences.

In Zone I, which covers Java, Lampung, South Sumatra, Bali, West Nusa Tenggara and Sulawesi, premium rice averaged Rp15,224 per kilogram as of 24 July. This was around 2.17% above the official ceiling of Rp14,900 per kilogram. The government described the difference as relatively contained and said the modest increase primarily affected middle- and higher-income consumers.

Government reserve releases reach 1.4 million tonnes

Support for lower-income households is being delivered through food assistance and the SPHP rice supply-and-price stabilization program. Since January 2026, the government has released 1.4 million tonnes from the Government Rice Reserve. The total includes 221,050 tonnes sold through SPHP in January and February under an extension of the 2025 program, another 520,830 tonnes distributed through SPHP from March to July, and 662,880 tonnes supplied during the first phase of the food assistance program.

Bapanas has also urged the market to consider conditions faced by domestic rice farmers, rather than focusing only on retail availability. Agency head and Agriculture Minister Andi Amran Sulaiman said national rice supply remained secure following the achievement of self-sufficiency in 2025. Stocks reached a record 5.2 million tonnes in the third week of July 2026. ANTARA reported that available storage comprised 3 million tonnes of warehouse capacity and an additional 2.3 million tonnes of rented space.

Authorities increase market oversight

The size of national stocks suggests that the current issue is concentrated in distribution and retail pricing rather than an aggregate shortage. Continued deliveries of premium rice by Bulog, ID Food and other suppliers are expected to address localized gaps, while SPHP and food assistance target the more price-sensitive part of the market.

Sulaiman warned rice businesses against manipulating prices. The government and the Indonesian National Police Food Task Force will monitor distribution and market conditions and take action against violations. For millers, distributors and retailers, the combination of large public stocks, continued reserve releases and tighter supervision limits the scope for sustained price increases, while maintaining farm-level incentives remains a parallel concern for the authorities.
