France, Italy and Germany Concentrate Nearly Half of Europe’s Heat-Pump Market

France, Italy and Germany together account for nearly half of Europe’s heat-pump market. Across 21 European countries, 2.9 million units were sold in 2025, while Italy ranked second by installed stock with just under 5 million units.

Three countries anchor European demand

France, Italy and Germany now account for nearly half of Europe’s heat-pump market, according to Alternativa Sostenibile. The concentration places three of the continent’s largest economies at the center of demand for heating and cooling equipment, even though sales are spread across a group of 21 European countries.

A total of 2.9 million heat pumps were sold in those 21 markets in 2025. The figure establishes a substantial addressable market for equipment manufacturers, component suppliers, distributors and installation companies. It also shows that headline European demand depends heavily on purchasing decisions, building investment and energy policy in a limited number of national markets.

Italy builds a large installed base

Italy is among the market leaders and ranks second in Europe by installed stock, with just under 5 million heat pumps. That installed base matters beyond new-equipment sales. It creates continuing demand for servicing, replacement parts, controls and eventual equipment renewal, giving manufacturers and contractors exposure to both new installations and the maintenance cycle.

The importance of France, Italy and Germany means that changes in any one of these markets can have an outsized effect on regional volumes. For producers, capacity planning cannot rely only on an aggregate European sales figure. Order visibility, distributor inventories and installer activity in the three leading countries are likely to be particularly important indicators of factory demand.

Concentration creates opportunities and risks

Geographic concentration can help suppliers deploy sales teams, warehousing and technical support efficiently. Large installed fleets can also support specialized service networks and make it easier to train installers around recurring equipment requirements. Component makers supplying compressors, heat exchangers, controls and other machinery can benefit when manufacturers serve large, established national markets.

The same concentration raises commercial risk. A slowdown in construction, renovation or household equipment purchases in France, Italy or Germany could weigh on the wider European market even if demand remains stable elsewhere. Manufacturers seeking more balanced growth therefore have an incentive to develop the other 18 markets included in the 2025 sales total, while protecting their position in the three leaders.

Supply chains follow national market depth

For industry participants, the 2.9 million units sold in 2025 and Italy’s stock of just under 5 million units describe two distinct opportunities: supplying current installations and serving equipment already in use. The balance between those activities will shape demand for finished heat pumps, replacement components and technical services. France, Italy and Germany remain the pivotal markets, but future European growth will also depend on whether sales become more broadly distributed across the continent.
