Croatia forms pork sector organization as domestic production covers barely half of demand
Croatia has established the Croatian Pork Sector Organization to coordinate producers, processors and retailers amid a prolonged decline in domestic pig farming. The country produces only 50-55% of the pork it consumes, while farmers report losses of about €0.50 per kilogram.
Industry unites after prolonged production decline
Croatia has established the Croatian Pork Sector Organization, or HRSM, bringing farmers, meat processors and retailers into a single body intended to stabilize the domestic market. The founding assembly was held in Osijek after months of coordination by the Ministry of Agriculture. Agriculture Minister David Vlajčić described the initiative as a major moment for a sector whose producers have long negotiated with buyers individually and struggled to compete.
The organization is being launched while Croatian pig farming is at its lowest level in 30 years. Domestic pork production covers only 50-55% of national demand, according to Vlajčić, leaving retailers and processors heavily dependent on imported meat. Producers cited by Glas Slavonije said farmers are losing about €0.50 on every kilogram. Live pigs are selling for €1.15 per kilogram, yet some farmers are still unable to secure buyers.
Common rules for prices, contracts and supply
HRSM is designed to coordinate production planning, product placement, quality standards, price-setting methods and payment terms. Krešimir Kuterovac, coordinator of the initiative committee, said the founding participants represent about 80% of Croatia's primary pork production, 80% of meat-processing companies and 30% of retail chains. Members include large agricultural and food businesses as well as an organization representing small pig farmers.
Once HRSM is formally recognized by the Ministry of Agriculture, the rules agreed within the organization may be applied across the market, including to companies that are not members, Index.hr and Tportal reported. The model draws on sector organizations operating in France, Spain and Italy. Annual membership fees will range from €2,500 to €7,000 depending on the participant's size, according to Glas Slavonije.
Supporters argue that predictable contracts could prevent processors or buyers from canceling purchases and leaving animals on farms for one or two months. Producers also accuse retailers of using deeply discounted pork imported from Germany and other EU countries to attract customers, depressing Croatian prices. HRSM is expected to give domestic suppliers greater visibility over when, where and at what price their pigs will be sold, although the organization has not announced production targets or import restrictions.
Imports remain essential as disease adds pressure
The government's long-term objective is higher pork self-sufficiency, supported by more stable production and sales. At the current 50-55% rate, however, imported pork must continue to cover close to half of Croatian consumption. Any recovery in local output could therefore change demand for foreign pork and alter procurement strategies for Croatian processors and retail chains.
African swine fever is adding another constraint. Vlajčić said that by July 10 authorities had recorded 53 outbreaks among domestic animals in Virovitica-Podravina and Osijek-Baranja counties, resulting in the culling of about 1,520 pigs. Around 200 infected wild boars had also been identified in hunting grounds across the two counties. The government has urged farms to maintain biosafety measures while HRSM begins work on the commercial problems facing the sector.
