Government allocates 15,583 tonnes to stabilization stocks

Belarus has established state procurement volumes for cucumbers and tomatoes intended to supply the country’s major retail chains during the 2026-27 off-season, according to PrimePress. The government order covers 9,533 tonnes of cucumbers and 6,050 tonnes of tomatoes, bringing the combined volume to 15,583 tonnes.

The measure forms part of Belarus’s system of stabilization stocks, which is designed to match designated supplies with retailers’ requirements outside the main production season. PrimePress reported that Prime Minister Alexander Turchin signed the relevant Council of Ministers resolution, citing the government press service.

The order gives cucumbers the larger share of the two-product program. They account for more than three-fifths of the combined procurement volume, while tomatoes make up the remainder. The published information does not specify delivery schedules, regional allocations or individual volumes assigned to each participating supplier.

Fifteen suppliers designated for the program

The resolution identifies 10 cucumber suppliers and five tomato suppliers for the state order, PrimePress said. It also establishes quality requirements for produce delivered through the program. The names of the suppliers and the detailed product specifications were not included in the source material.

For growers and other designated suppliers, the state order provides a defined sales channel linked to the needs of large retail networks. For retailers, it sets an official supply volume for two vegetables during a period when market availability is being supported through stabilization stocks. Actual procurement will also depend on contracts concluded under the program.

The new decision comes alongside revisions to state-order volumes for other products that were approved at the end of April 2026. According to PrimePress, those adjustments are being made based on crop yields, actual demand and contracts under negotiation. No revised quantities for the other products were disclosed.

This adjustment mechanism means the April allocations are not being treated as fixed regardless of market conditions. Instead, authorities are aligning the stabilization program with realized agricultural output, retailers’ requirements and the volumes that suppliers and buyers are prepared to formalize through contracts.

Producer-price rules added to procurement framework

The resolution also provides for regulation of producer selling prices for cucumbers and tomatoes. The Ministry of Agriculture and Food is to set the prices in agreement with the Ministry of Antimonopoly Regulation and Trade by September 1, 2026, PrimePress reported.

After that initial deadline, the timing will be brought into line with the broader schedule used for fruit and vegetable products, under which the relevant prices are set annually by March 20. The source material does not provide the price levels, pricing formula or duration for which each approved price will apply.

The combination of fixed procurement volumes, designated suppliers, quality rules and regulated selling prices creates the operating framework for the tomato and cucumber orders. The commercial impact will depend on the final regulated prices and the contracts concluded with retailers, neither of which was detailed in the announcement.

For market participants, the next points to watch are the allocation of volumes among the 15 suppliers, the quality standards applied to deliveries and any further changes to the wider fruit and vegetable stabilization program. Crop yields and confirmed retail demand will remain central to those adjustments, according to the criteria cited by PrimePress.
